A - Academic Support

Program Name: 1000- Support Program for Increasing Research and Development Potential of Universities

Purpose of the Program: To increase the R&D potential of universities by identifying up to five areas that are predicted to be among the top five in Turkey, to prepare a five-year "R&D Strategy Document" that will cover the research and development activities to be carried out in these areas, and to ensure the implementation of the studies specified in this document.

Budget: The upper limit of the project budget and other issues related to the budget are specified in the call announcement.

Support Period: The upper limit of the project duration is specified in the call announcement, but cannot exceed 36 months. The program receives online applications with a call system.

Who Can Apply: The call titles, application conditions, call procedure and other issues specific to the call to increase the R&D potential of universities are determined and announced by the Presidency.

Program Name: 1001- Scientific and Technological Research Projects Support Program

Program Objective: To support projects that comply with scientific principles in order to produce new knowledge, make scientific interpretations or solve technological problems.

Budget: The upper limit of support for research projects (including scholarship, excluding Project Incentive Bonus (PTI) and Institution's share) is 1.250.000 TL without any annual budget limitation.

Duration of Support: Maximum 36 months.

Who Can Apply: Universities, research centers and private organizations.

Program Name: 1002/A- Rapid Support Module

Objective: The aim of the Rapid Support Module is to provide support for short-term, small budget research and development projects to be carried out in universities, research hospitals and research institutes.

Budget: The upper limit of project support (including scholarship) is 60.000 TL per year. Within the scope of this module, PTI payments are not made to executives, researchers and consultants.

Duration of Support: The project duration can be maximum 12 months.

Who Can Apply: University / Education and Research Hospital staff with a doctorate degree / specialty degree in medicine, dentistry, pharmacy, veterinary medicine / proficiency in art; In case of working in the Research Institute, they must be permanent / full-time staff of the organization proposing the project and have at least four years of university undergraduate education; In case of doctorate / specialty degree in medicine, dentistry, pharmacy, veterinary medicine / proficiency in art students, they must have received their doctoral qualification and must apply with the justification of meeting the needs of doctoral theses accepted by the relevant Institute.

Program Name: 1002/B- Emergency Support Module

Objective: To support project proposals that will be prepared to solve problems that may arise in urgent or unforeseen situations, or to request support for complementary research materials and access to data, etc. needed within the scope of an ongoing research, by subjecting them to a faster evaluation process.

Budget: The upper limit of project support (including scholarship) is 45,000 TL per year. Within the scope of this module, PTI payments are not made to executives, researchers and consultants.

Duration of Support: The project duration can be maximum 6 months.

Who Can Apply: University / Education and Research Hospital staff with a doctorate degree / specialty degree in medicine, dentistry, pharmacy, veterinary medicine / proficiency in art; In case of working in the Research Institute, it is required to be a permanent / full-time staff of the organization proposing the project and to have at least four years of university undergraduate education; In case of doctorate / specialty degree in medicine, dentistry, pharmacy, veterinary medicine / proficiency in art student, it is required to have a doctoral qualification and to apply with the justification of meeting the needs of doctoral theses accepted by the relevant Institute.

DIFFERENCES OF 1002-B EMERGENCY SUPPORT MODULE FROM 1002-A RAPID SUPPORT MODULE

Within the scope of 1002-A; the aim of providing support to short-term and low-budget research and development projects will be maintained, and project proposals that do not involve urgency will be submitted. In addition to the projects carried out within the scope of TÜBİTAK support programs, support can also be requested within the scope of 1002-A by requesting additional resources for projects being carried out with the support of Scientific Research Projects (BAP) in other institutions/organizations or universities. Within the scope of 1002-B, projects will be subjected to a faster evaluation process and complementary support needed within the scope of another research project (including TÜBİTAK projects (*)) and support for data collection, access to research material, purchase of equipment, maintenance-repair expenses, etc. needed in research projects submitted to solve problems that may arise in urgent or unforeseen situations will be provided.

(*) An application cannot be made under this program for a work that should already be done in an ongoing TUBITAK-supported project, but an application can be made for a new study that will emerge while the relevant project is ongoing / after its conclusion.

Program Name: 1002/C- Natural Disasters Focused Fieldwork Emergency Support Program

Objective: To provide support for short-term studies of researchers working in universities and research institutes who will conduct field studies to collect data after natural disasters such as earthquakes, landslides, rockfalls, floods, avalanches, fires, musilage that occur within the borders of our country.

Budget: Within the scope of this program, PTI and institutional share payments are not made to the executives and researchers.

Duration of Support: The project duration can be maximum 15 days. The application must be made within 1 week at the latest after the natural disaster.

Who Can Apply: Researchers working in universities and research institutes that will conduct field studies to collect data after natural disasters such as earthquakes, landslides, rockfalls, floods, avalanches, fires, musilage that occur within the borders of our country can apply. In addition, the project team should consist of a maximum of 5 people who are experts in the field of study, working at a university or research institute.

Program Name: 1003- Priority Areas R&D Projects Support Program

Program Objective: To support and coordinate domestic R&D projects in priority areas to be determined within the framework of the National Science, Technology and Innovation Strategy, which are result-oriented, have traceable targets, and take into account the dynamics of the relevant science/technology fields.

Budget: The upper limit of project support (including stipend, excluding Project Incentive Bonus (PTI) and Institution's share) without any annual budget limitation; TL 750,000 for Small Scale projects, TL 1,500,000 for Medium Scale projects (750,001-1,500,000), For Large Scale projects, it is 3.750.000 TL (1.500.001-3.750.000).

Duration of Support: The duration of Small Scale projects is maximum 24 months, Medium and Large Scale projects are maximum 36 months.

Who Can Apply: University staff, employees of public and private organizations. Private organizations should participate in medium and large scale projects.

Program Name: 1004- Center of Excellence Support Program

Objective: To support research programs with traceable targets, scientific quality and high commercialization potential in priority areas determined within the scope of national goals and policies in order for research infrastructures of higher education institutions to become centers of excellence by cooperating with R&D / Design centers.

Budget: The upper limit of the support amount can be specified in the call document.

Duration of Support: The maximum duration can be 48 months.

Who Can Apply: In the research programs to be presented; the cooperation platform must consist of at least two R&D / Design centers (accepted as centers according to Law No. 5746) and at least two research infrastructures or Public R&D units.

Program Name: 1005- National New Ideas and Products Research Support Program

Objective: To support applied research and / or experimental development projects aimed at developing a new product-process-method-model that is needed in our country, which will reduce our technological foreign dependence and increase the competitiveness of our country.

Budget: The upper limit of project support (including scholarship, Project Incentive Bonus (PTI)* and excluding the Institution's share) is 500.000 TL.

Duration of Support: The maximum project duration is 18 months.

Who Can Apply: Staff of higher education institutions, public institutions or private organizations

Program Name: 1007- Public Institutions Research and Development Projects Support Program

Objective: R&D qualified projects submitted by universities, public R&D units and private organizations by using their know-how, trained manpower and infrastructure facilities are supported for the calls announced by public institutions for the solution of problems and/or needs.

Budget: Budget upper limits are determined during the call process and vary according to the subject and scope of the call.

Support Period: R&D period is maximum 48 months.

Who Can Apply: Project applications can be made by universities, public R&D units, private organizations or consortia formed by them.

Program Name: 3501- Career Development Program

Objective: To encourage the work of PhD scientists who have just started their careers by providing project support. By supporting the work of young researchers who will assume the academic leadership of the 21st century, the program aims to ensure that young scientists continue their careers as researchers and educators in the best way possible, as well as to improve our scientific level and increase the role of science in the development of the country.

Budget: The upper limit of project support (including Scholarship, excluding Project Incentive Bonus (PTI) and Institution's share) is 600,000 TL per year without any budget limitation.

Support Duration: The maximum project duration is 36 months.

Who Can Apply: Staff of higher education institutions, public institutions or private organizations

Program Name: 3005- Innovative Solutions in Social Sciences and Humanities Research Projects Support Program

Objective: To support output and impact-oriented social and humanities research and development activities in order to determine the status of humanities through data collection and analysis, to develop methods, approaches and interpretations that will make innovative contributions to science in the light of the findings, and to reveal the social impacts of technological advances.

Budget: The upper limit of project support (including Scholarship, excluding Project Incentive Bonus (PTI) and Institution's share) is 300.000 TL without any annual budget limitation.

Support Period: The maximum project duration is 24 months.

Who Can Apply: Staff of higher education institutions, public institutions or private organizations

B - Industry Supports

Program Name: 1501- TUBITAK Industrial R&D Projects Support Program

Objective: 1501 Industry R&D Support Program aims to support project-based research, technology development and innovation activities of Small and Medium Enterprises (SMEs). 1501 Industry R&D Support Program is carried out on a call basis.

Budget: The budget limit of the project, the limit of the number of projects to be submitted, etc. other special conditions are specified in the call announcements.

Support Period: The project support period is specified in the call announcement and cannot exceed 36 months in accordance with the Implementation Principles of the Program.

Who Can Apply: SME-sized capital companies resident in Turkey can apply.

Program Name: 1503- Project Markets Support Program

Objective: These are national and/or international events organized to create an environment for cooperation opportunities by bringing together representatives from universities, research and private sector organizations that investigate the existence of demand for project proposals or results, and who want to contribute technologically or financially to the project cooperation proposals offered, and to introduce their projects to each other with their active participation.

Budget: Grant support is provided for the part of the request of the organization organizing the event that is deemed appropriate, not exceeding the upper limit determined by TÜBİTAK. Support payments are made before the event.

Duration of Support: There is no time limit.

Who Can Apply: At least one university and one or more of the following organizations (university, chamber of industry, chamber of commerce, chamber of commerce and industry, chamber of commerce and industry, exporters' association) must participate in the Project Market event, and any of these participating organizations (university, chamber of industry, chamber of commerce, chamber of commerce and industry, chamber of commerce and industry, exporters' association) can apply to TÜBİTAK for support for the event.

Program Name: 1505- University-Industry Cooperation Support Program

Objective: It is aimed to contribute to the commercialization of the know-how and technology in universities, research infrastructures, public research centers and institutes by transforming them into products or processes and transferring them to industry in line with the needs of organizations established in Turkey and committed to implementing the project results in Turkey.

Budget: If the client organization is an SME, 75% of the project budget is covered by TÜBİTAK and the remaining 25% is covered by the client organization. If the client organization is large-scale on the project application date, 60% of the project budget is covered by TÜBİTAK and the remaining 40% is covered by the client organization. The portion of the project budget to be covered by TÜBİTAK is limited to 1.000.000 TL (One Million Turkish Liras).

Duration of Support: The maximum support period is 24 months.

Who Can Apply: Capital companies that create added value at the company level regardless of the sector, resident in Turkey and committed to implement the project results in Turkey, higher education institutions within the scope of the Higher Education Law, foundation universities, education and research hospitals, and public research centers and institutes assigned to conduct R&D in the relevant legislation can apply for a joint project.

Program Name: 1507- TUBITAK SME R&D Startup Support Program

Objective: It is aimed for Small and Medium Enterprises (SMEs) to become more competitive by improving their technology and innovation capacities, to make systematic projects, to develop products with high added value, to have a corporate research and technology development culture, and to take part more effectively in national and international support programs.

Budget: The maximum project budget is 1.200.000 TL.

Support Period: The project support period is specified in the call announcement and cannot exceed 18 months in accordance with the Implementation Principles of the Program.

Who Can Apply: Only SME-sized capital companies resident in Turkey can apply.

Program Name: 1511- TUBITAK Priority Areas Research Technology Development and Innovation P. D. P. (Technology Focused Industrial Move Program)

Objective: It is aimed to support target and need-oriented projects with traceable results in the priority areas of our country, to increase technological competence and knowledge, to evaluate existing capabilities in different fields, to develop original technologies and to gain momentum in technological development.

Budget: Upper limit 1.500.000 TL

Support Duration: It is up to the upper limit of the project duration specified in the call announcement of the Technology-Oriented Industrial Move Program.

Who Can Apply: Capital companies at company level that meet the conditions specified in the Priority Areas R&D Projects Support Program Implementation Principles.

Program Name: 1512- Entrepreneurship Support Program (BiGG)

Objective: It is aimed to support the activities from the idea stage to the market so that entrepreneurs can transform their technology and innovation-oriented business ideas into high-potential enterprises, thus encouraging qualified entrepreneurship and creating start-up companies that can develop innovative, high-tech products and services.

Budget: For Phase 1, the provisions of the TÜBİTAK Support Program for Capacity Building in Innovation and Entrepreneurship are valid, and the amount and content of the support to be provided to the implementing organizations are specified in the call for determination of the implementing organization. For Stage 2; the maximum amount of project support to be provided as non-refundable (grant) without collateral is four hundred and fifty thousand (450.000) TL. For Phase 3; the provisions of TUBITAK SME R&D Start-up Support Program are valid.

Support Period: The support period of the activities to be carried out with the support to be provided to the implementing organization in Stage 1 within the scope of TÜBİTAK Support Program for Capacity Building in Innovation and Entrepreneurship Fields is specified in the call for determination of the implementing organization. The duration of support for project activities related to business plans within the scope of Phase 2 is maximum eighteen (18) months, including additional periods. For the projects to be supported within the scope of Phase 3, the support periods specified in the Implementation Principles for TÜBİTAK SME R&D Startup Support Program are valid.

Who Can Apply: Within the scope of the program, students enrolled in any associate, undergraduate, graduate or doctoral program of universities as of the pre-application date or graduates of these programs who are candidates to engage in technology and innovation-oriented entrepreneurial activities, who have the qualifications specified in the call, can apply.

Program Name: 1513- Technology Transfer Offices Support Program

Objective: It contributes to the commercialization of the knowledge and technology produced in universities by transforming it into practice, to the creation of cooperation between universities and private sector organizations as a result of this process, to the production of the knowledge and technology needed by the industry as a result of these collaborations, to the transfer of knowledge and technology between universities and industry and to the development of concrete outputs.

Budget: The upper budget limit for the Institutional Capacity Building Phase is 1,250,000 TL per year, and the upper budget limit for the Target-Oriented Growth Phase is 1,750,000 TL per year.

Duration of Support: There is no time limit.

Who Can Apply:

University-affiliated units, YÖK-approved TTO companies and technology development zone management companies can submit project proposals to the calls opened within the framework of the 1513 Technology Transfer Offices Support Program.

If specified in the call announcement, organizations may apply for a joint project or TÜBİTAK may require organizations to apply for a joint project according to the cooperation structure to be determined in the call announcement.

Program Name: 1514- Venture Capital Support Program (Tech-InvesTR)

Objective: It is prepared in order to meet the capital that early-stage technology-based companies at SME scale, which can provide added value to the national economy, will need in the commercialization processes of their products and technologies resulting from R&D and innovation activities, through venture capital funds.

Budget: The maximum amount of grant support that can be allocated to a single organization by TÜBİTAK will be 20 Million TL, provided that the organization's commitment to participate in the Fund is not less than 4 Million TL.

Support Period: 5 years.

Who Can Apply: Technology Transfer Offices (TTO), Technology Development Zones (TDZ), Research Infrastructures (RI) or Research Infrastructures (RI) that have been granted a qualification decision can also participate with a joint project prepared in cooperation.

Program Name: 1515- Pre-R&D Laboratories Support Program

Objective: To raise the research qualifications of Turkish scientists and to ensure that our country becomes a global center of attraction in certain fields of science and technology.

Budget: The amount of support in a calendar year cannot exceed ten (10) million TL.

Support Period: The support period is five (5) years. However, this period can be extended for a maximum of five (5) years with the decision of the Executive Committee and the approval of the Presidency.

Who Can Apply: The R&D expenditure of the parent organization that submits a declaration of intent to TEYDEB in any of the last three (3) years must be 15 million TL or more. (This is the amount valid for 2022. The R&D expenditure amount specified in the condition is increased in January of each year at the rate of the average percentage change of the CPI at the end of the previous year).

Program Name: 1601- D.P. for Capacity Building in Innovation and Entrepreneurship

Objective: It is aimed for the private sector to get effective and efficient results from their investments in R&D and innovation, to revitalize university-industry collaborations and to contribute to the faster development of start-up companies established by entrepreneurs with technological business ideas.

Budget: The upper limit of the project budget and the support rate are specified in the call announcement.

Support Period: The upper limit of the support period is specified in the call announcement, provided that it does not exceed 36 months, including extensions.

Who Can Apply: Capital companies resident in Turkey, higher education institutions and foundation universities within the scope of the Higher Education Law, public research centers and institutes, foundations established by law, chambers of industry, chambers of commerce, chambers of commerce and industry, organized industrial zones and exporters' associations can apply. However, the organizations that can apply may be restricted in the Call Announcement.

Program Name: 1707- SME Support Call for Order-Based R&D Projects

Objective: R&D projects that can be rapidly turned into products and have high commercialization potential will be supported.

Budget: The project budget will be maximum 2.500.000 TL.

Duration of Support: The maximum project duration is 24 months.

Who Can Apply: Only capital companies can apply. One Client Organization (SME or Large scale) and at least one Supplier Organization (SME scale) make a joint application.

Program Name: 1702- Patent Based Technology Transfer Support Call

Objective: To ensure the transfer of patented technologies developed in research institutions and technology development zones to industry.

Budget: The total upper amount of concept validation, prototype development and test-analysis service purchases that can be included in the scope of support is 250,000 TL.

Support Period: In the 1702-Patent License-2022-1 call, projects will be supported for a maximum of 60 months.

Who Can Apply: Capital companies, higher education institutions, research infrastructures, public institutions, public research centers/institutes, technology transfer offices or capital companies operating in technology development zones according to Law No. 4691.

Program Name: SAYEM- Industry Innovation Network Mechanism

Objective: It is aimed to establish an R&D and innovation consortium in cooperation with universities and the public sector and to prepare a roadmap for the development of high-tech products or product groups through this consortium.

Budget: The upper limit of the project budget, the support rate and the upper limit of the support period are specified in the call announcement.

Support Period: The upper limit of the support period is specified in the call announcement.

Who Can Apply: The organizations that can apply are specified in the call announcement.

Program Name: BiGG+ SME Mentor Interface

Objective: The main rationale of this call is to develop and implement a mentoring mechanism for the commercialization of the products and services of SMEs supported under TÜBİTAK TEYDEB Programs, for these SMEs to enter new markets and to increase their export capacities in order to use public resources allocated to Research and Innovation more effectively and efficiently.

Budget: The upper limit of the project budget is 2.500.000 (two million five hundred thousand) TL including overhead costs.

Support Period: The project support period is maximum 24 months, with the first 6 months for matching and the last 18 months for implementation.

Who Can Apply: Capital companies resident in Turkey can apply to this call

Program Name: 1711- Artificial Intelligence Ecosystem Call

Objective: To contribute to the transformation of artificial intelligence technologies into products or solutions in line with the needs of customer organizations and to mobilize the Turkish Artificial Intelligence Ecosystem.

Budget: The budget of the applied projects will be maximum 2.000.000 TL (two million Turkish Liras) excluding Overhead, Project Incentive Bonus and Institutional Share.

Duration of Support: The maximum project duration is 18 months.

Who Can Apply: In this support model, customer organizations in need of artificial intelligence solutions are expected to form a consortium with at least one SME company as a technology provider, at least one university research laboratory/center or public research center/institute experienced in this field and TÜBİTAK Artificial Intelligence Institute. The consortium that will apply for the project must sign a cooperation agreement before the application.

C - Public Supports

Program Name: 1007- Public Institutions Research and Development Projects Support Program

Objective: The R&D-based procurement method aims to provide technological procurement from national sources and to transfer it to domestic production with less cost instead of imports.

Budget: Budget upper limits are determined during the call process and vary according to the subject and scope of the call.

Support Period: R&D period is maximum 48 months.

Who Can Apply: Presidency of the Republic, Presidency of the Grand National Assembly of Turkey, Prime Ministry and relevant client institutions, universities, public R&D units, private organizations can be project executing organizations.

D - Scientific Activity Supports

Program Name: 2223/B- Domestic Scientific Event Organizing Support

Objective: It is aimed to bring together scientists working in different institutions, to share knowledge and experience, and to prepare the ground for multidisciplinary and interdisciplinary studies.

Budget: Upper limit 60.000 TL.

Duration of Support: Considering the duration, scope and content of the scientific event to be organized, it is evaluated by GYK and finalized with the approval of the Presidency.

Who Can Apply: The event coordinator (real person) who is a member of the organizing committee of the event, resides in Turkey and has completed at least a PhD degree and works at a university/education and research hospital/research institute can apply.

Program Name: 2223/C- Support for Organizing Multi-Participant International Events

Budget: Upper limit 200.000 TL.
